The recommendation of the Commission that water-carriag

penditure has been incurred by the Directors in connection with

some of the improvements descrited, and the measures I have adopted
for the immediate removal of all excreta from the wards renders the
question less urgent.
I have pursued a policy of carefully avoiding any
appearance of a wish to force action in respect of any of the
matters that appeared to demand improvement. I have consulted with t
the Directors personally and collectively regarding them and have
generally found thea willing to adopt my views when carefully ex-
